The second tranche of 8.75% rate and fee cuts to Crime Lower work will be effective from 1st July 2015. This
follows the first set of cuts made in March 2014.
The rates and fees applicable to work being recorded in iLaw will depend on either the date portion of the UFN
or the representation order date entered. iLaw will apply the second 8.75% reduction if the date portion of the
Unique File Reference (UFN) is on or after 1st July 2015 for all Investigations work (for police station and non
police station advice) and for court duty solicitor work. This is taken from the charge date of the first time entry
recorded. For magistrates’ and crown court work, if the representation order date entered is on or after 1st July
2015 the second reduction will apply and supersede the rates and fees set by the case opening date or UFN.
AGFS and Associated CLS work are not subject to the fee cuts.

Although receiving royal assent in March last year, the Anti-social Behaviour, Crime and Policing Act 2014 has finally brought new claims to the Crime and Civil modules for matters starting on or after 23rd March 2015.
The ASBCP changes in the Crime Module consist of a new Crime Lower claim for County or High Court Injunctions under Anti-social Behaviour, Crime and Policing Act 2014 and a new claim for Cls Work for Part 1 Injunctions under ASBCP.
The Civil Module also introduces two new claim types under Housing and Miscellaneous for Part 1 Injunctions under ASBCP.
The Family module includes new versions of the Claim1, Claim 1A and CivPoa1 forms and the exceptional claim form for Civil, Immigration and Mental Health is also updated. Service Pack 49 has a Family form update to Divorce / Civil Partnership Dissolution Forms and Children’s Act forms.
Important Note regarding Immigration Home Office Forms
The Home Office forms we obtain are not pre-prepared with form fields to enter the data required using Adobe Reader. The latest forms are included in iLaw but will not have any form fields that bring through client information or can have other information entered.

1. Civil Legal Aid Reform
The Legal Aid Reform changes will be implemented for all civil matters that start on or after the 1st April 2013. The scope of work under the civil contract is restricted for areas of civil work with many claims no longer being allowable through the LSC online. The selection and combination of matter type and outcome codes is central to the determination of whether civil claims with an opening date after April 2013 can be claimed via CWA. iLaw Service Pack 43 enables a 'Scope' check to be performed on a Civil matter at the billing stage and in the Client Details screen after case creation.
2. Mediation claims for the Family Module
From April 2013, Family Mediation claims can be made via the LSC online. These matters, when billed, will be included on the Family CMRF and subsequently in the Civil SPAN file when created for monthly submission.
3. Extensive Form Revision for Crime and all Civil Modules
From April, the Legal Services Commission becomes an executive agency of the Ministry of Justice and renamed the Legal Aid Agency.

Service Pack 42 includes the revised versions of the LGFS and AGFS crown court claim forms in the Crime Module. To assist the completion of these forms new trial date fields have been introduced in the Litigators billing screen and in the Advocates billing screen which is an optional module purchase. The LF1 form for Litigators graduated fee billing is now formed of a number of variations which represent the different claim types submitted to the LSC. Crown Court Travel disbursements will need to be recorded using a new charge code item when time recording. These entries are brought through onto the section three of the LF1 form.
The Immigration Module includes the £100 limit imposed on Controlled Legal Help and Controlled Legal Representation claims which have the Matter Type 2 codes IMER and IPAS selected. All Civil modules include the latest versions of a selected CLS forms.

Service Pack 41 introduces the latest revised forms for Crime, Civil, Family and Immigration in a PDF format which will populate with iLaw client and case data and also allows additional data to be entered and saved. The form list includes the latest Family Divorce forms and the Home Office Immigration forms revised in April 2012 as well as the latest versions of the application forms for the Crime module. The form list for each module has therefore been overhauled completely and so we need your assistance in telling us if anything has gone missing.
Also implemented in Service Pack 41 is the CDS7 eform for the Crime module. Non-Standard Fee claims can now be uploaded to LSC Online after detail is given to the new CDS7 screens.
Time recording and billing for the Family Module has been revised to include Counsels costs in all claims and will show separately from other disbursements on the Claim 1 and the Claim 1A.

1. Counsels Costs Revision
The Standard Civil Contract (Family and Housing) will come into force on 01/02/2012 replacing
the extension of the Unified Contract which continued for Family Law after the Judicial Review of
the Standard Civil Contract. This brings a 10% reduction on all rates and fees with the exception
of Family Mediation. Each Family, Civil and Immigration matter reported in the SPAN submission
from February 2012 (reported in March 2012) will include its own schedule reference number
made from the supplier number, the type of matter and the schedule year. The Office Schedule
format will also change from February 2012 allowing for submissions made under the Standard
Civil Contract and the Standard Civil Contract (Family and Housing).
The Crime Module has been revised to show the Category 1 offence type for deferred sentence
claims and updates to the Crown Court claim forms.

Service Pack 39 includes important fee and rate changes to the Civil, Crime and Immigration Modules. The proposed fee and rate changes to Family work are due to take place in February 2012. The October 2011 changes to Magistrates’ Court Standard fees and fee limits have also
meant a new Litigators Scheme fee claimed when the client elects for a crown court trial and the trial does not proceed.
The Advocates Graduated Fee module implements Scheme 8 fee changes for matters with a Representation Order date on or after 3 October 2011.

Service Pack 38b sees extensive changes made to Family Court claims for Solicitors and Advocates. Family Private Representation and advocacy will be remunerated by two fixed fee schemes dependant upon the type of case and the court where it is heard. The Claim 1 and
Claim 1A have been revised as a result of the new fees scheme introduction. The Family Forms revised in April 2011 have also been included with a full list included in the Form changes section. A number of Civil application forms have also been included. Immigration Disbursement Stage claims can be made for matters not subject to the graduated fee
scheme for both Legal Help and Controlled Legal Representation.

Service Pack 38 is being released in two parts:
Service Pack 38a includes the new requirements for Crime submissions and a revision to claiming CLS work which has only been recently outlined by the Legal Services Commission. For users of the Graduated Fee module there is the second reduction of Fees for matters with a Representation Order on or after 1 April 2011. Finally, there are a number of form changes for Crime.
SP38b will be released for May 2011 and will have important changes including the proposed
Phase 2 fees for Family and Stage Disbursement billing for Immigration.

Service Pack 37 introduces the facility to bill Magistrates' Court work when creating Litigators LF1 claims. This allows time spent on the Committal Hearing to be taken from the work in progress and any disbursements incurred during this hearing to be included on the LF1. Also included in the Crime module is the new form and claim requirements for Advocates Graduated Fee billing which is purchased separately for creating claims for higher rights advocacy.
With the Family element of the standard contract delayed until further notice, Service Pack 36 introduces the proposed October 2010 changes a month later without the Phase 2 Family Private Representation and advocacy fixed fees. The key introduction for Providers of Civil, Family and Immigration work is the requirement to submit location detail about each case reported by selecting a Procurement Area and Access point code. The Civil module has a number of changes for reporting work and more work types which are now tolerance barred. The Crime module includes the amendments to the Litigators fee scheme for requirements on the revised LF1.
The delay to the Family element of the Standard Contract also means the changes to Family forms have not been implemented in SP36. The implementation date of the new AF1 form which will replace the Advocated Graduated 5144F claim has also been moved back and is currently
scheduled for introduction in January 2011.
